Green Bay NIL rules.

UW-Green Bay's 2022 policy has athletes disclose NIL deals through Opendorse; NIL Go takes $600+ deals. Wisconsin's 2026 law applies. CSC lists it for 2026-27.

The short answer. UW-Green Bay's NIL policy, updated 2022-09-08, says it "will remain in effect until the state of Wisconsin passes student-athlete Name, Image, and Likeness laws, or the NCAA passes legislation governing all NIL activities". Wisconsin's law (Wis. Stat. § 36.11(12)) took effect on 2026-04-10, and the policy linked on 2026-10-24 is still the 2022 version. That policy has athletes disclose deals to the Athletic Compliance office through Opendorse; the statute has UW System athletes disclose each third-party deal before entering into it, and NCAA rules add NIL Go reporting for third-party deals of $600 or more within five business days. Green Bay calls Fly with the Phoenix its official NIL collective, and the College Sports Commission's 2026-27 table lists the school as participating in revenue sharing.

How deals are disclosedNIL Go for third-party deals of $600 or more within five business days (NCAA Bylaws 22.2.2, 22.2.2.2). The 2022 policy says athletes entering NIL deals "are required to disclose those deals to the Athletic Compliance office through Opendorse"; a 2024-25 NIL Disclosure Form says "A form must be completed for each activity or contract for which you have been or will be compensated" and asks for the parties, terms, pay, any agent and any facility use. Banned categoriesWisconsin law bars a UW System athlete from an NIL agreement if any provision conflicts with an agreement of the board or a policy of the board, the institution or an intercollegiate athletic program, or if the pay is in exchange for athletic performance or for endorsing cigarettes, tobacco products, electronic vaping devices, alcohol beverages, gambling (including sports betting and casino gambling), banned athletic substances (including anabolic steroids), any illegal substance or illegal activity, or any other activity proscribed by the board (§ 36.11(12)(h)). Green Bay's 2022 policy says "there are no specified prohibitions on the types of businesses or industries" but that athletes "are strongly encouraged not to pursue deals" in "Prohibited Sponsorship Categories", defined to include sponsorships that promote tobacco products, NCAA banned or illegal substances, or sports wagering, and sponsorships in conflict with school contracts or policy/nil/college/wisconsin; Green Bay Athletics, NIL Policy (2022)

Revenue sharingThe College Sports Commission's 2026-27 table lists the University of Wisconsin-Green Bay as a participating school, and the commission puts the 2026-27 cap at "approximately $21.58 million per school" (read 2026-10-24). No Green Bay amounts or allocation were found. In a letter dated 2024-10-21, Director of Athletics Josh Moon wrote that with "pending revenue sharing" and a national settlement expected in 2025, "we must act now to ensure we are competitive in the market". Collective or NIL groupFly with the Phoenix. The NIL Resources page (read 2026-10-24) calls it "the official NIL Collective of the Green Bay Phoenix", and a Green Bay Athletics release of 2023-12-05 named it "the Official NIL (Name, Image & Likeness) Collective of Phoenix Athletics", started in 2022 by former athletes, alumni and local business professionals, with membership tiers from $250 to $2,000. The AD's 2024 letter calls it "a separate 501(c)(3) organization", "heavily focused on men's and women's basketball", and names an associate AD as liaison. The collective's own site says "we do not share any affiliation with UW-Green Bay". Green Bay's 2024-25 disclosure form says institutional NIL services "are provided ONLY to those student-athletes who have secured their NIL opportunity through The Fly with the Phoenix Collective" where the agreement is at or above $600. Agents and representationGreen Bay's 2022 policy says the school "will not provide legal consultation" on NIL agreements and that athletes "are encouraged to have legal representation review contracts". The 2025-26 handbook lists an agreement with an agent, runner or financial advisor as an amateurism risk, adding "there are some exceptions in regard to NIL. Please ask the compliance office". Wisconsin law: UW schools may not bar NIL representation "by an agent or licensed attorney for legal matters" (§ 36.11(12)(c)2.); athlete agents register with the Department of Safety and Professional Services, and agent and athlete notify the athletic director within 72 hours or before the next scheduled athletic event, whichever is firstGreen Bay Athletics, NIL Policy (2022) and 2025-26 Student-Athlete Handbook; /nil/college/wisconsin

What is specific to Green Bay

UW-Green Bay is a University of Wisconsin System school with no football team, separate from UW-Madison and UW-Milwaukee. Its published NIL policy, marked "Updated September 8, 2022", says it "will remain in effect until the state of Wisconsin passes student-athlete Name, Image, and Likeness laws, or the NCAA passes legislation governing all NIL activities". Wisconsin's law took effect on 2026-04-10, and the policy linked from the NIL Resources page on 2026-10-24 is still the 2022 version, which says it sets no specified prohibitions on businesses or industries while the statute now bars several categories for UW System athletes. Green Bay ties school help with deals to its collective: its 2024-25 disclosure form says institutional NIL services go "ONLY" to athletes who secured their deal through Fly with the Phoenix, at $600 or more. The school calls Fly with the Phoenix its official collective, while the collective's own site says it has no affiliation with UW-Green Bay.

How Leave fits

In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.

Questions about NIL at Green Bay

Does Green Bay pay its athletes?

The College Sports Commission's 2026-27 table lists UW-Green Bay as participating in revenue sharing, and the commission puts the 2026-27 cap at about $21.58 million per school. Wisconsin law lets the UW Board of Regents enter agreements to pay athletes for NIL. Green Bay has not published amounts or how it divides the money.

What NIL collective works with UW-Green Bay?

Fly with the Phoenix. Green Bay Athletics named it its official NIL collective on 2023-12-05 and still calls it that on its NIL Resources page, and the athletic director's 2024 letter describes it as a separate 501(c)(3) heavily focused on basketball. The collective's site says it has no affiliation with UW-Green Bay.

How do Green Bay Phoenix athletes report NIL deals?

Green Bay's 2022 policy has athletes disclose deals to the Athletic Compliance office through Opendorse, and Wisconsin law has UW System athletes disclose each third-party deal before entering into it. NCAA Bylaws 22.2.2 and 22.2.2.2 also call for reporting deals of $600 or more to NIL Go within five business days.

What NIL deals are banned for Green Bay athletes?

Wisconsin law bars UW System athletes from deals that pay for athletic performance or for endorsing cigarettes, tobacco, electronic vaping devices, alcohol, gambling including sports betting, banned athletic substances, any illegal substance or activity, or any other activity the Board of Regents proscribes, and from deals that conflict with board, school or team agreements or policies. Green Bay's 2022 policy, written before that law, sets no specified prohibitions and lists "Prohibited Sponsorship Categories" athletes are encouraged to avoid.

Are UW-Green Bay NIL contracts public records?

Under Wis. Stat. § 36.11(12)(i), records held by the UW System about any term or detail of an NIL agreement or proposed agreement are not open to public inspection, copying or disclosure under the open records law.
