The rules at Boise State
| Question | What is published | Source |
|---|---|---|
| School NIL policy | No standalone NIL policy was found on Boise State's athletics or compliance sites. The 2026-27 Student-Athlete Handbook has a Name, Image, and Likeness section: athletes may not miss required team activities or class for NIL, report deals as described below, and "are permitted and encouraged to engage personal representation (marketing agencies, tax professionals, etc.)". Boise State's NIL page lists four rules (quid pro quo, no pay for play, no recruiting inducements and "No Compensation from Boise State") | Boise State Athletics, Student-Athlete Handbook 2026-27; Boise State Athletics, NIL at Boise State |
| How deals are disclosed | The handbook says "Student-athletes are required to submit any NIL deal over $600.00 into NILGo. Failure to disclose within five days of securing a deal could result in disciplinary action by the College Sports Commission. All other NIL opportunities are reported through INFLCR." NCAA Bylaws 22.2.2 and 22.2.2.2 set the NIL Go rule at $600 or more within five business days. Businesses can also deal through the Boise State NIL Exchange (Influencer, linked as the BroncoPRO Local Exchange), which the NIL page calls "a one-stop shop for discovery, communication, compliance, disclosure, and financial transactions". No Idaho statute sets a disclosure rule | Boise State Athletics, Student-Athlete Handbook 2026-27; Boise State Athletics, NIL at Boise State; NCAA Division I Manual 2026-27 |
| Banned categories | No Idaho statute lists NIL categories. Boise State's NIL page answers "Which activities/categories are prohibited?" with "Athletes cannot endorse or partner with businesses that endorse alcohol, tobacco, gambling, illegal substances, or banned athletic substances." | Boise State Athletics, NIL at Boise State; /nil/college/idaho |
| School marks and group licensing | The handbook says athletes may, "through their BroncoPRO contracts", sign "a non-exclusive group licensing agreement which grants conditional use of Boise State Athletics logos and marks in approved circumstances". The NIL page says Boise State logos or marks may not be used in NIL activity "without approved licensing", and the 2022 NIL 101 sheet says ordinary NIL deals may not use them while co-branded campaigns are open to sponsors and those who obtain the rights. From 2026-07-01 Pac-12 venue footage is licensed through Veritone, including for NIL activations | Boise State Athletics, Student-Athlete Handbook 2026-27; NIL at Boise State; NIL 101 (2022); Pac-12 Conference, About the Pac-12 |
| Revenue sharing | The College Sports Commission lists Boise State for 2026-27 and puts the cap at "approximately $21.58 million per school". Boise State said on 2025-03-10 that it had "provided its intent to opt-in". BroncoPRO, announced on 2024-11-14 with the Boise State University Foundation, is described on its page as "a centralized, turnkey NIL and revenue-sharing solution"; the 2024-11-14 release says its leadership is responsible for "roster and cap management" and serves as the agency for NIL opportunities, "to include revenue-sharing agreements". On 2025-11-06 Boise State announced BroncoPRO Edge, a division building data models of player impact that it says will guide "both competitive strategy and revenue sharing frameworks". The 2026-27 handbook refers to "revenue-sharing distributions" when it describes the Student Assistance Fund | College Sports Commission; Boise State Athletics, BroncoPRO releases (2024-11-14, 2025-03-10, 2025-11-06) and BroncoPRO page; Student-Athlete Handbook 2026-27 |
| Collective or NIL group | The Horseshoe Collective became "the official NIL collective of Boise State Athletics" through Bronco Sports Properties on 2023-08-31; Boise State's NIL page calls it a 501(c)(3) nonprofit, launched in September 2022, that pairs athletes with local charitable causes, and says a collective "operates independently of a university". Boise State and the collective ran a "Going for 2" campaign in late 2024. Boise State's 2024-11-14 release said it "will continue to partner with the Horseshoe Collective"; its site was live on 2026-10-22. Separately, Boise State signed Opendorse in 2025 to source NIL deals for athletes | Boise State Athletics, Horseshoe Collective release (2023-08-31), BroncoPRO release (2024-11-14), Opendorse release (2025-07-11); The Horseshoe Collective site |
| Agents and representation | Boise State's NIL page says "A student-athlete must provide the Boise State Athletics Compliance Office with the name and contact information for any athlete agent providing professional representation" and that the agent must register through the NIL Agent/Advisor Registration Form, which asks for fee structure and clients and has agents affirm their services are "limited to NIL activities". The handbook bars agents for professional sports and allows them for NIL "unrelated to their sport participation or reputation in their sport". Idaho requires no agent registration; agent and athlete notify the athletic director within 72 hours, and the athlete may cancel within 14 days | Boise State Athletics, NIL at Boise State and BroncoPRO page; Student-Athlete Handbook 2026-27; /nil/college/idaho |
| Compliance contact | Boise State Athletics Compliance Office, 1910 University Dr, Boise; broncobylaws@boisestate.edu; 208-426-4222. Boise State hired an associate athletic director for compliance to oversee the office on 2026-08-31. For NIL partnership questions the NIL page lists nil@boisestate.edu | Boise State Athletic Compliance (boisestate.edu); Boise State Athletics, compliance hire (2026-08-31) and NIL at Boise State |
| State law | Idaho has no college NIL statute (Senate Joint Memorial 114 of 2026 only asks Congress for a national framework), and its athlete agent law, Idaho Code §§ 54-4801 to 54-4820, reaches endorsement contracts but has required no registration since 2020. No statute | /nil/college/idaho |
What is specific to Boise State
Boise State runs NIL and revenue sharing out of one in-house unit modeled on a professional front office. BroncoPRO (Professional Resources Organization), announced on 2024-11-14 with the Boise State University Foundation, handles roster and cap management, revenue-sharing agreements and NIL services, and its contracts are how athletes sign a group licensing agreement for conditional use of Boise State marks. In July 2025 Boise State said it was the first Division I department to use the Opendorse Sales Plan, a sales team that sources deals and guarantees a minimum amount of NIL money for Bronco athletes. Its collective is unusual too: the Horseshoe Collective, which Boise State describes as a 501(c)(3) pairing athletes with local charities. Idaho has no NIL statute, so these university documents and NCAA rules are what an athlete at Boise State reads, from its first Pac-12 season in 2026-27.
How Leave fits
In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.
