COLLEGE NIL LAW · STATE BY STATE · CHECKED OCTOBER 21, 2026 ·

College NIL law, state by state.

Which states have a college NIL law, what each says about disclosure, school pay and agents, and what the federal bill would change. From each legislature's own text.

The short answer. This table grows as each state is read from its legislature's own text; 50 of 51 are done (last checked October 21, 2026), and the rest are being added. Since the House settlement, most states that changed their law allowed schools to pay athletes directly and barred NCAA penalties. A federal bill, S. 4668, passed the Senate on September 28, 2026 and would override much of this if enacted. What individual schools publish on top of the law is on NIL rules, school by school.

Each state's page lists its statute and every amending act, from the legislature's own site.
Leave is software. It is not an athlete agent and does not negotiate, represent or arrange deals. This page summarizes a statute; it is not legal advice and not a ruling on anyone's eligibility. Laws change, schools can set stricter policies, and federal law may override parts of a state's law. The legislature's current text has the final word.
