The rules at Wichita State
| Question | What is published | Source |
|---|---|---|
| School NIL policy | "Wichita State University Name, Image, Likeness Policy", Athletics Compliance Office, effective 2022-08-23, and repeated in the 2024-25 Student-Athlete Handbook (the latest posted). It requires pay "for work or services actually performed" at "a rate reflecting fair market value", bars pay "in exchange for, or conditioned upon" athletic performance or attendance, allows deals with University Boosters, and says neither the university nor its employees shall pay or arrange NIL pay, help find NIL opportunities or help secure a professional service provider | Wichita State Athletics, NIL Policy (2022-08-23) and 2024-25 Student-Athlete Handbook |
| How deals are disclosed | NIL Go for third-party deals of $600 or more within five business days (NCAA Bylaws 22.2.2, 22.2.2.2). Wichita State's policy: athletes "must disclose any contract entered into and/or Compensation earned from NIL Activities within four (4) calendar days", in Opendorse to the Athletics Compliance Office through the NIL Activity Disclosure Form, and "are encouraged to disclose NIL Activities prior to entering into a contract". No Kansas statute addresses NIL disclosure | Wichita State Athletics, NIL Policy; NCAA 2026-27 Division I Manual; /nil/college/kansas |
| Banned categories | No Kansas statute lists NIL categories. Wichita State's policy bars NIL activity involving tobacco and nicotine products, alcohol, adult entertainment, "bars or nightclubs", gambling or sports wagering "in any format", prescription pharmaceuticals, NCAA banned substances, weapons including firearms and ammunition, and "providers of higher education (other colleges and universities)", plus anything that in the university's "good faith judgement" reflects adversely on it. NIL activity is also barred during team activities and academic obligations | Wichita State Athletics, NIL Policy; /nil/college/kansas |
| School marks and group licensing | Athletes may say they play their sport at Wichita State. Using university marks for pay requires merchandising rights through The Collegiate Licensing Company or sponsorship rights from Playfly Sports Properties (Shocker Sports Properties) or one of its licensees; unpaid uses need university approval. Athletics facilities are used for NIL only when rented on the same terms as the public, and university-issued gear may not be sold until eligibility ends. Wichita State's athletics site links an NIL Store and the Shocker NIL Exchange | Wichita State Athletics, NIL Policy and Shocker Sports Properties page |
| Revenue sharing | The College Sports Commission lists Wichita State University for 2026-27 and puts the cap at "approximately $21.58 million per school" (read 2026-10-23). Wichita State's release of 2025-04-28 says gifts to the We Fight for Wichita Fund let donors "specifically assist Shocker Athletics student-athletes maximize revenue-sharing opportunities" and may go "to the general fund or to a specific sport program, but not to a specific student-athlete". The athletic director wrote on 2026-03-12 that "increased growth and investment in roster resources are planned for 2026-27", and on 2026-06-30 wrote of a $500,000 anonymous challenge gift to help generate as much as $1 million "to support revenue sharing and roster resources"; the 2026-06-29 release on that gift calls the fund "Wichita State Athletics' primary resource for revenue sharing and roster enhancement opportunities". No Wichita State revenue-sharing total is published | College Sports Commission; Wichita State Athletics releases and letters (2025-04-28, 2026-03-12, 2026-06-29, 2026-06-30) |
| Collective or NIL group | None outside the department now. Wichita State's release of 2025-08-28 says that "beginning August 1, Wichita State Athletics has transitioned support from the Wheat Shock Collective (WSC)" into the Shocker Athletics Annual Membership model and the We Fight for Wichita Fund, that "effective August 1, 2025, all WSC memberships concluded", and that the collective's former general manager now leads Roster Resources/NIL development for Shocker Athletics. Its April 2025 release says that "as of November 30, 2024, the Wheat Shock Collective no longer accepts philanthropic (i.e., tax exempt) donations" | Wichita State Athletics releases (2025-04-28, 2025-08-28) |
| Agents and representation | The policy allows a Professional Services Provider (agent, tax advisor, marketing consultant, attorney) "for the sole purpose of representing the Student-Athlete in matters pertaining to use of the Student-Athlete's NIL"; an athlete agent and the athlete "must comply with all terms of the Kansas Uniform Athlete Agents Act (K.S.A. 44-1516 et seq.)". Kansas law requires athlete agents to register with the Secretary of State ($500, two years), treats an agreement to negotiate an endorsement contract as an agency contract, and gives the athlete 14 days to cancel | Wichita State Athletics, NIL Policy; /nil/college/kansas |
| Compliance contact | Wichita State Athletics Compliance, Associate AD/Compliance Korey Torgerson, 316-978-5519 (staff directory); NIL and roster-resources giving, Emily Hiebert, Director of Development, Roster Resources/NIL, ehiebert@goshockers.com, 316-978-3267 (2025-08-28 release) | Wichita State Athletics, Staff Directory and Wheat Shock Collective transition release (2025-08-28) |
| State law | Kansas has no college NIL statute (H.B. 2264 died in 2022 and H.B. 2800 in 2026), so NIL at Wichita State is governed by NCAA rules and campus policy, while the 2003 Uniform Athlete Agents Act (K.S.A. 44-1516 to 44-1536) requires agent registration with the Secretary of State; no statute | /nil/college/kansas |
What is specific to Wichita State
Wichita State competes in the American without football ("basketball and Olympic sports", in the conference's words), and its athletic director has tied NIL and revenue-share fundraising to men's basketball in particular, writing in March 2026 that privately funded "NIL/Revenue Share resources to support men's basketball have grown 518%" since January 2023. The department calls this money "roster resources". Its NIL path ran from Armchair Strategies to the Wheat Shock Collective (the March 2024 rebrand, run with Blueprint Sports), and then in-house on 2025-08-01, with donors getting Shocker priority points for NIL giving back to 2021-07-01. With no Kansas NIL law, the campus policy carries unusual limits of its own: no deals with bars or nightclubs, and none with other colleges and universities.
How Leave fits
In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.
Questions about NIL at Wichita State
Does Wichita State pay its athletes?
Wichita State is on the College Sports Commission's 2026-27 revenue-sharing list, where the cap is about $21.58 million per school. It raises revenue-share money through the We Fight for Wichita Fund, and gifts can go to a sport but not to a named athlete. No totals or per-athlete amounts are published.
What happened to the Wheat Shock Collective?
Wichita State said its support moved into the athletics department on August 1, 2025: Wheat Shock memberships ended and carried over into Shocker Athletics memberships, giving moved to the We Fight for Wichita Fund, and the collective's general manager joined the department to run NIL and roster-resources fundraising.
How do Wichita State athletes report NIL deals?
Wichita State's policy says within four calendar days of signing or being paid, in Opendorse, and encourages disclosure before signing. NCAA rules separately require reporting outside deals of $600 or more to NIL Go within five business days.
Does Kansas have an NIL law?
No. Kansas has passed no college NIL statute, so Wichita State athletes follow NCAA rules and the university's own NIL policy. Kansas's athlete agent law still applies to agents who negotiate endorsement contracts.
Are there NIL deals Wichita State athletes cannot take?
Wichita State's policy bars deals involving tobacco and nicotine, alcohol, bars or nightclubs, adult entertainment, gambling and sports wagering, prescription drugs, NCAA banned substances, weapons, and other colleges and universities, plus anything the university judges reflects badly on it.
