The rules at Georgia
| Question | What is published | Source |
|---|---|---|
| School NIL policy | University of Georgia Name, Image, and Likeness Policy, a PDF posted on georgiadogs.com on 2024-09-20 and linked from UGA's NIL Program page. Its 15 sections cover advance disclosure, institutional involvement (UGA and the UGA Athletic Association may provide "assistance, services, and such other support permitted by law"), limits on supporter entities, inducements (no pay without actual work, above market value, or directly tied to athletic performance), trademarks, autographs, timing, location, institutional agreements, governing law, values and mission, agents, international athletes, financial aid and taxes. It says the policy "is subject to change" | UGA Athletics, NIL Policy (2024-09-20) |
| How deals are disclosed | NIL Go for third-party deals of $600 or more within five business days (NCAA Bylaws 22.2.2, 22.2.2.2). UGA policy § 1 says athletes "shall make every effort" to disclose NIL activity to the Athletic Department Compliance Office in advance through the Teamworks Influencer app, and all NIL activity within 30 days after it "as mandated by NCAA rules"; prospective athletes disclose all NIL activity within 30 days of enrollment. The policy was posted before NIL Go's five-business-day rule took effect; UGA's NIL page now links the College Sports Commission and NIL Go | NCAA 2026-27 Division I Manual; UGA NIL Policy § 1; UGA Athletics, NIL Program page |
| Banned categories | No Georgia statute (the repealed article had no list). UGA policy § 11 bars NIL activity "inconsistent with UGA's values or mission" or that reflects adversely on UGA or the Athletic Association, including activity that promotes or endorses gambling, sports wagering, adult entertainment, controlled substances, NCAA banned substances, marijuana, tobacco, sexually-oriented products or alcoholic beverages. § 9 bars activity that violates a sponsorship or other agreement of UGA, the Athletic Association or their rights holders | UGA NIL Policy §§ 9, 11 |
| School marks and group licensing | UGA policy § 5: UGA and Athletic Association marks may be used only under an agreement permitting the use; athletes contact UGA licensing staff, and businesses go to Georgia Bulldogs Sports Marketing (sponsorships), Fanatics Licensing Management (retail products), Catapult Sports (photos and video) or UGA Marketing and Communications. § 6: athletes may autograph and sell officially licensed items, but not items issued to them for team activities. § 7: no NIL activity during official athletic department activities without prior approval | UGA NIL Policy §§ 5 to 7 |
| Revenue sharing | The College Sports Commission puts the 2026-27 cap at approximately $21.58 million per school and says every SEC member participates in 2026-27. Brooks wrote on 2025-06-09: "We are fully funding our revenue-sharing commitment of $20.5 million, incorporating it into our annual budget." The Athletic Association's board approved a fiscal 2026 budget of $223 million on 2025-05-23. No 2026-27 revenue-sharing figure is published | UGA Athletics, Brooks Bulletin (2025-06-09) and board release (2025-05-23); College Sports Commission |
| Collective or NIL group | On 2025-06-30 the Athletic Association and Learfield launched an NIL partnership, using Learfield Impact and Georgia Bulldogs Sports Marketing, that "will function independently from the University as a comprehensive marketing and NIL agency"; the release says it "builds on the foundation laid by Classic City Collective". On 2026-02-04 Georgia Athletics announced Glory Glory, which it calls "an independent, fan-first ecosystem" with monthly memberships and brand partnerships with UGA athletes. UGA's NIL page sends businesses to the Georgia Bulldogs Exchange and athletemarketing@uga.edu | UGA Athletics releases (2025-06-30, 2026-02-04) and NIL Program page |
| Agents and representation | UGA policy § 12: athletes may get professional representation on legal or contractual NIL matters, but may not agree to be represented by an agent to market athletics ability for a professional opportunity; athlete agents "must be certified in accordance with Georgia law"; attorneys must be licensed in Georgia; and anyone representing an athlete in NIL "should also register" with UGA Compliance through its NIL Agent/Advisor/Lawyer Registration form, which asks whether the person is registered in Georgia as an athlete agent. Georgia's athlete agent law is O.C.G.A. Chapter 4A of Title 43; its current text and its reach to NIL-only work are not confirmed (/nil/college/georgia) | UGA NIL Policy § 12; UGA Compliance, registration form |
| Compliance contact | UGA Athletic Association Compliance Department, 1 Selig Circle, Athens, Georgia 30602, (706) 542-9103 (compliance.sports.uga.edu/contact). NIL questions: UGA Athletic NIL Office, athletemarketing@uga.edu | UGA Compliance, Contact; UGA NIL Policy |
| State law | Repealed. Georgia has had no college NIL statute since SB 153 repealed O.C.G.A. §§ 20-3-680 to 20-3-683 effective 2025-07-01; whether Governor Kemp's 2024 executive order barring NCAA and conference action against Georgia schools for NIL pay is still in effect could not be confirmed | /nil/college/georgia |
What is specific to Georgia
Georgia's NIL operation has taken three forms in its own announcements: an in-house NIL department with Altius Sports Partners (2023-04-13) and the Georgia Bulldogs Exchange with INFLCR (2023-08-02); a 2025 Learfield Impact partnership that "will function independently from the University"; and in 2026 Glory Glory, a membership platform Georgia Athletics calls independent, which a Georgia Athletics release of 2026-09-12 says is hosting Topgolf Live on Dooley Field at Sanford Stadium during the week of October 20-25, 2026. UGA's written policy is also specific about place and property: on-campus NIL activity follows UGA's Solicitation Policy and needs approval from offices such as the Athletic NIL Office and Facilities, online activity where the location is incidental is allowed, and athletes may sell autographed licensed merchandise but not team-issued gear. It also tells international athletes to get guidance from the Office of Global Engagement and says Pell and need-based aid "could be impacted" by NIL pay.
How Leave fits
In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.
Questions about NIL at Georgia
Does Georgia pay its athletes?
Georgia pays through House settlement revenue sharing. Director of Athletics Josh Brooks wrote on 2025-06-09 that Georgia is "fully funding our revenue-sharing commitment of $20.5 million, incorporating it into our annual budget". The College Sports Commission lists every SEC member as participating in 2026-27, with a cap of approximately $21.58 million per school. UGA has not published a 2026-27 figure.
What NIL collective works with Georgia?
Georgia Athletics' own releases name two current arrangements: a Learfield Impact partnership (2025-06-30) set up to "function independently from the University as a comprehensive marketing and NIL agency", which it says builds on the work of Classic City Collective, and Glory Glory (2026-02-04), "an independent, fan-first ecosystem" with memberships and brand partnerships. Businesses can also reach UGA athletes through the Georgia Bulldogs Exchange.
How do Georgia athletes report NIL deals?
NCAA Division I Bylaws 22.2.2 and 22.2.2.2 require third-party deals of $600 or more to be reported through NIL Go within five business days. UGA's 2024 policy also asks athletes to disclose NIL activity to the Compliance Office in advance through the Teamworks Influencer app; its 30-day window was written before NIL Go began.
Does Georgia still have an NIL law?
No statute. SB 153 repealed O.C.G.A. §§ 20-3-680 to 20-3-683 effective 2025-07-01. Governor Kemp's Executive Order 09.17.24.01 of 2024-09-17 says the NCAA and conferences shall take no adverse action against Georgia schools that pay athletes for NIL; by its own terms it ends on the effective date of a federal NIL law or of "any settlement related to the Litigation" (the House case), and whether it is still in effect could not be confirmed (/nil/college/georgia). For a UGA athlete, the rules in force are UGA's NIL policy, NCAA reporting through NIL Go, the College Sports Commission's rules and the House settlement.
Can UGA athletes sell autographed Georgia gear?
UGA policy § 6 says athletes and recruits may autograph and sell officially licensed items bearing UGA or Athletic Association marks, but may not autograph and sell items issued to them for team activities. Using UGA marks in a deal requires an agreement permitting that use (§ 5).
