The rules at Louisiana Tech
| Question | What is published | Source |
|---|---|---|
| School NIL policy | "Louisiana Tech Athletics Name, Image, and Likeness (NIL) Policy" (Updated 12/15/22), written "in accordance with Louisiana State Law and the University of Louisiana System Intercollegiate Athlete NIL Policy". It requires pay "commensurate with market value", bars pay from Louisiana Tech or its officers, employees or agents, bars NIL activity during official team activities (practice, competition, study hall, organized team service and promotional events), and lists penalties up to "roster removal, ineligibility, and/or scholarship termination". Student-athlete and donor FAQs carry the same date. Louisiana law has since 2024-05-28 let a school pay for NIL when association rules, a court order or a settlement allow it, without a market-value rule (R.S. 17:3703(A), Act 358 of 2024) | Louisiana Tech Athletics, NIL Policy and NIL FAQs (2022-12-15); /nil/college/louisiana |
| How deals are disclosed | Louisiana Tech policy: athletes "must disclose any agreements made for the use of their Name, Image, and Likeness through the INFLCR app at least seven days before participating in the NIL activity", with rushed approval considered case by case, and are "encouraged to have whomever is providing the NIL opportunity complete the NIL Opportunity Provider Attestation Form". The 2025-26 Student-Athlete Handbook (posted 2025-11-19) says athletes "must report third-party NIL deals with compensation that equals or exceeds $600 or more in the aggregate at NILGo.com" and that "NIL deals of all value must also be submitted via the INFLCR app". The 2024 release on the LA Tech Exchange (INFLCR) says a payment made through it automates a disclosure. NCAA: third-party deals of $600 or more go to NIL Go within five business days (Bylaws 22.2.2, 22.2.2.2). Louisiana law requires disclosure of NIL contracts of $600 or more in the manner the school designates | Louisiana Tech Athletics, NIL Policy (2022-12-15), Student-Athlete Handbook 2025-26 and LA Tech Exchange release (2024-03-04); NCAA Division I Manual 2026-27; /nil/college/louisiana |
| Banned categories | Louisiana bars NIL pay for endorsing tobacco, alcohol, illegal substances or activities, banned athletic substances, and any form of gambling or gaming, including sports wagering (R.S. 17:3703(C)(2)). Louisiana Tech's policy bars endorsements of tobacco, alcohol, illegal substances or activities, banned athletic substances and "any form of gambling", and bars NIL pay that "conflicts with an existing institutional sponsorship agreement/contract or goes against the values of Louisiana Tech University", which it defines by "the Tenets of Tech" and the Student Handbook's "Statement of Responsibilities". Its FAQ (2022-12-15) says Louisiana Tech has exclusive contracts with Adidas and Pepsi, so competing products may not be worn or consumed during official team activities and competitor promotions may not happen at a Louisiana Tech facility | Louisiana Tech Athletics, NIL Policy and Student-Athlete NIL FAQs (2022-12-15); /nil/college/louisiana |
| School marks and group licensing | Uniforms, trademarks, logos, marks or colors only with written permission through the "NIL- Request for Logo Use Form"; the FAQ says this is "managed through CLC" and that Louisiana Tech "may be compensated for the use of institutional marks". Facilities need the Facilities Reservation Form, fees and insurance. The 2024 LA Tech Exchange release names "group licensing opportunities through The Brandr Group", and the 2026-06-02 Victory GM release lists "group licensing through the department" | Louisiana Tech Athletics, NIL Policy and FAQs (2022-12-15), LA Tech Exchange release (2024-03-04), Victory GM release (2026-06-02) |
| Revenue sharing | The College Sports Commission puts the 2026-27 cap at approximately $21.58 million per school and lists Louisiana Tech University as participating in 2026-27 (read 2026-10-23). Ivey's 2025-03-06 letter says the settlement "allows institutions to compensate student-athletes directly" and describes a Victory GM tool to "set budgets based on total student-athlete benefits (scholarship, COA, Alston, NIL/Rev Share)". Louisiana Tech's CHAMP Fund page says gifts fund full scholarships, full Alston payments and "Enhanced NIL and revenue share payments", directed to a sport or a general fund; a 2026-06-24 athletics release still calls the CHAMP Fund "a revenue-sharing initiative". No total is published | College Sports Commission; Louisiana Tech Athletics, Letter from the AD (2025-03-06); Louisiana Tech Championship Resources, CHAMP Fund |
| Collective or NIL group | Bulldog Community Outreach, Inc. Louisiana Tech Athletics announced its launch as an NIL collective on 2024-02-05; it signs NIL agreements with athletes it selects to "promote and serve local charities". Louisiana Tech's Championship Resources NIL page (undated, read 2026-10-23) calls it "the collective of Louisiana Tech Athletics", says it "operates independently of the university and athletic department", and says it is "Currently setup as an LLC" and seeking a 501(c)(3) determination. Ivey's 2025-03-06 letter names it and says "our NIL efforts will be brought in-house". Its current activity was not published. | Agents and representation | Policy: athletes may hire an agent or lawyer "for the sole purpose of representing them in matters for the use of their Name, Image, and Likeness and not for future professional athletic contract negotiations"; an agent "must be registered with the state" and an attorney "must be licensed to practice law". The athletics Policy for Athlete Agents (2020) has agents register with the Louisiana Department of Justice and the Office of Compliance Services and file a Request to Contact Form at least seven days before each contact. Louisiana law: since 2026-06-09 anyone paid, or expecting pay, to represent or advise an athlete on NIL is an athlete agent who registers with the Department of Justice (R.S. 4:421, 4:422) | Louisiana Tech Athletics, NIL Policy (2022-12-15) and Policy for Athlete Agents (2020); /nil/college/louisiana |

What is specific to Louisiana Tech
Louisiana Tech has moved its NIL work inside the department in public steps. Ivey's 2025 letter predicted that collectives "will still operate" but that "our NIL efforts will be brought in-house", and described a cloud-based General Manager system built with the Louisiana Tech Sports Performance Institute and Victory GM. On 2025-06-03 the Championship Resources division announced the tax-deductible CHAMP Fund for revenue share; on 2026-06-02 the department announced Victory GM as its central platform, including a Victory NIL Marketplace with "direct athlete payments from vendors"; and on 2026-08-12 it launched the Bulldog Brand Agency, a "student-powered, professionally led" creative agency built with the College of Business and School of Design that sells businesses photo, video and design work alongside athlete NIL partnerships. The 2025-26 Student-Athlete Handbook adds NIL Go reporting and a three-credit-hour course through the College of Business Sports Marketing Department, while the NIL policy and FAQs on the athletics site are still dated 2022-12-15. Louisiana Tech rejoined the Sun Belt on 2026-07-01, after a 1991 to 2001 stint in the league.
How Leave fits
In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.
