The rules at ULM
| Question | What is published | Source |
|---|---|---|
| School NIL policy | "Louisiana Monroe Athletics Name, Image, and Likeness (NIL) Policy", printed in the ULM Compliance Handbook (file named 2024, posted 2025-12-16). It says it was "developed in accordance with Louisiana State Law and the University of Louisiana System Intercollegiate Athlete NIL Policy", requires pay "in alignment with market value", bars pay from ULM or "an entity whose purpose includes supporting or benefitting Louisiana Monroe or its athletics programs", and bars NIL activity during official team activities. The 2026-27 Student-Athlete Handbook (posted 2026-08-18) has no NIL section. Louisiana law has since 2024-05-28 let a school pay for NIL when association rules, a court order or a settlement allow it, without a market-value rule (R.S. 17:3703(A), Act 358 of 2024); the UL System policy IA-V.3 (effective 2025-04-24) keeps the market-value and no-school-pay guidelines and also lists the same three exceptions | ULM Athletics, Compliance Handbook (posted 2025-12-16) and Student-Athlete Handbook 2026-27; UL System Policy IA-V.3; /nil/college/louisiana |
| How deals are disclosed | ULM policy: athletes disclose "any agreements made for the use of their Name, Image, and Likeness through the INFLCR app at least seven days before the agreement goes into effect", with "exceptions for rushed approval" case by case, and "should also submit a completed NIL Opportunity Provider Attestation Form". UL System policy IA-V.3 (effective 2025-04-24) sets the same seven days for agreements worth $600 or more. NCAA: third-party deals of $600 or more go to NIL Go within five business days (Bylaws 22.2.2, 22.2.2.2). Louisiana law requires disclosure of NIL contracts of $600 or more in the manner the school designates | ULM Athletics, Compliance Handbook; UL System Policy IA-V.3; NCAA Division I Manual 2026-27; /nil/college/louisiana |
| Banned categories | Louisiana bars NIL pay for endorsing tobacco, alcohol, illegal substances or activities, banned athletic substances, and any form of gambling or gaming, including sports wagering (R.S. 17:3703(C)(2)). ULM's policy bars endorsements of tobacco, alcohol, illegal substances or activities, banned athletic substances and "any form of gambling", and bars NIL pay that "conflicts with an existing institutional sponsorship agreement/contract or goes against the values of University of Louisiana Monroe" | ULM Athletics, Compliance Handbook; /nil/college/louisiana |
| School marks and group licensing | ULM's policy allows uniforms, trademarks, logos, marks or colors only with ULM's written permission through the "NIL- Request for Logo Use Form", says ULM "may require compensation for the use of institutional marks", and requires a Facilities Reservation Form, fees and insurance to use facilities. Group licensing: Not published. ULM's 2024-08-15 release names Influxer as the licensed vendor for co-branded NIL merchandise with players' names and numbers | ULM Athletics, Compliance Handbook; Influxer release (2024-08-15) |
| Revenue sharing | The College Sports Commission puts the 2026-27 cap at approximately $21.58 million per school and lists the University of Louisiana Monroe as participating in 2026-27 (read 2026-10-23). ULM's own statement on revenue sharing: Not published on its athletics site. Since 2026-08-01 Louisiana law makes a school's yearly revenue-sharing total public and keeps per-athlete and per-sport amounts confidential | College Sports Commission; /nil/college/louisiana |
| Collective or NIL group | Not published. No ULM athletics page read on 2026-10-23 names a collective. ULM's 2025-11-28 release naming SJ Tuohy Director of Athletics says he was executive director of The Kingdom NIL, UCF's collective, from 2023 | ULM Athletics, release naming SJ Tuohy (2025-11-28) |
| Agents and representation | ULM policy: athletes may secure an agent or lawyer only for NIL, an agent "must be registered with the state", and an attorney "must be licensed to practice law". ULM's agent page has agents register with ULM and with the state, and file a Request to Contact Form "at least seven (7) days in advance" of each meeting. Louisiana law: since 2026-06-09 anyone paid, or expecting pay, to represent or advise an athlete on NIL is an athlete agent who registers with the Department of Justice (R.S. 4:421, 4:422) | ULM Athletics, Compliance Handbook and Agent Information page; /nil/college/louisiana |
| Compliance contact | ULM Athletics Compliance. The staff directory lists Simon Pflum (General Manager / Compliance Coordinator) and Jeff Whitehead (Fortify Compliance Oversight) | ULM Athletics, Staff Directory (read 2026-10-23) |
| State law | Louisiana's R.S. 17:3701 to 3705 lets a school pay for NIL when a court order, association rules or a settlement allow it, requires disclosure of NIL contracts of $600 or more to the school, bars tobacco, alcohol, illegal substance, banned athletic substance and gambling endorsements, and since 2026-06-09 NIL agents register with the Department of Justice; in force | /nil/college/louisiana |
What is specific to ULM
ULM's written NIL rules live in its compliance manual rather than in the athletes' own handbook: the 2026-27 Student-Athlete Handbook covers agents only under the NCAA's professional-contract rules (Bylaw 12.3), while the NIL policy sits in the Compliance Handbook posted in December 2025. That policy draws a firm line around department staff, who "may not be involved in arranging compensation for student-athletes, or providing compensation themselves" and "cannot support a student-athlete's business by purchasing their products or services". The NIL program ULM has announced is merchandise: its 2024 Influxer partnership lets every athlete create a web page selling co-branded gear and adds "education and training on marketing, entrepreneurship and personal branding". In August 2026 ULM and b1BANK announced a partnership whose planned initiatives include "financial education programming" for students. SJ Tuohy, named ULM's athletic director on 2025-11-28, was executive director of The Kingdom NIL, UCF's collective, from 2023, according to ULM's own release.
How Leave fits
In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.
Questions about NIL at ULM
Does ULM pay its athletes?
The College Sports Commission lists the University of Louisiana Monroe as participating in revenue sharing for 2026-27, with a cap of approximately $21.58 million per school. ULM has not published how much it shares or how it divides the money. ULM's NIL policy in its Compliance Handbook (posted 2025-12-16) still bars NIL pay from ULM, while Louisiana law since 2024 lets a school pay when association rules or a settlement allow it.
How do ULM athletes report NIL deals?
ULM's policy has athletes disclose every NIL agreement in the INFLCR app at least seven days before it takes effect, even without a written contract, with case-by-case exceptions for rushed approval. Third-party deals of $600 or more also go to NIL Go within five business days (NCAA Bylaws 22.2.2, 22.2.2.2).
What NIL collective works with ULM?
ULM's athletics site names none as of 2026-10-23. Its published NIL partner is Influxer, which runs an online store of co-branded merchandise with athletes' names and numbers.
Can ULM athletes use the Warhawks logo in NIL deals?
Only with ULM's written permission, requested through the NIL- Request for Logo Use Form, and ULM says it may charge for use of its marks. Using a ULM facility needs a Facilities Reservation Form, fees and insurance.
Does an NIL agent need to register to work with a ULM athlete?
ULM's policy requires an agent to be registered with the state, and its agent page asks agents to register with ULM and request each contact at least seven days ahead. Under Louisiana law since 2026-06-09, anyone paid to represent or advise an athlete on NIL registers with the Department of Justice.
