The rules at FIU
| Question | What is published | Source |
|---|---|---|
| School NIL policy | FIU Policy 910.001, "Student-Athlete Name, Image, and Likeness" (effective 2021-07-01, last revised 2023-05-08, reviewed without changes 2024-02-09), in FIU's policy library. It says compensation "must be commensurate with the market value" of the NIL use, "may not be provided in exchange for athletic performance or attendance at FIU", and may not conflict with "Official Team Activities". Its companion Procedure 910.001a says that "As a result of revisions to the Florida NIL Law, effective February 16, 2023", the August 2022 procedure "has been temporarily rescinded, pending the adoption by FIU of a revised and amended Official University Procedure". The 2026-2027 Student-Athlete Handbook repeats the policy | FIU Policy 910.001 and Procedure 910.001a; FIU Athletics, Student-Athlete Handbook 2026-2027 |
| How deals are disclosed | Handbook: "Prior to entering an agreement for the use of their name, image, or likeness, FIU student-athletes must disclose the proposed contract or opportunity through the INFLCR app." Policy 910.001 has the Sr. Associate AD, Compliance review disclosure forms; the handbook says "Opportunities that exceed $10,000 shall require additional review from the Athletics Director", and that the athlete or representative "shall resolve any conflicts that resulted in denial of the opportunity within 10 days of the initial disclosure". NCAA: third-party deals of $600 or more go to NIL Go within five business days (Bylaws 22.2.2, 22.2.2.2), which the handbook also explains | FIU Athletics, Student-Athlete Handbook 2026-2027; FIU Policy 910.001; NCAA Division I Manual 2026-27 |
| Banned categories | Florida's statute lists none. FIU's handbook says "Endorsement of illegal drugs, tobacco products (including e-cigarettes), anabolic steroids, gambling, firearms, or sexually oriented businesses are strictly prohibited", and that a contract's duration "may not extend beyond the student-athlete's participation in the FIU athletics program" | FIU Athletics, Student-Athlete Handbook 2026-2027; /nil/college/florida |
| School marks and group licensing | Athletes may refer to their FIU athletics involvement but may not use FIU trademarks, logos or other intellectual property, "including any aspects of the uniform", without approval from FIU's Office of Strategic Communications, Government and External Relations and FIU Athletics; any use "shall require a written agreement with FIU and payment of applicable license and/or sponsorship fees". FIU property and facilities are arranged through FIU Athletics at applicable rental rates. Group licensing: Not published | FIU Policy 910.001; FIU Athletics, Student-Athlete Handbook 2026-2027 |
| Revenue sharing | The College Sports Commission puts the 2026-27 cap at approximately $21.58 million per school and lists Florida International University as participating in 2026-27 (read 2026-10-23). FIU has not published a statement, total or division of its own | College Sports Commission |
| Collective or NIL group | Not published. The FIU Athletics pages read (home, compliance, handbook, staff directory) name no collective, NIL marketplace or revenue-sharing fund; the Panther Club is its donor program | FIU Athletics (read 2026-10-23) |
| Agents and representation | Handbook: "FIU policy requires all agents, financial advisors and/or any associates employed by the aforementioned, to register with the athletic department before making any contact with a student-athlete"; meetings take place on campus with a compliance staff member present. The same section still lists, as strictly prohibited, agreeing to be represented "in the marketing of your athletic ability or reputation until after completion of your last intercollegiate contest". NIL Go lets an athlete designate one representative, "e.g., an agent", to enter deals. Florida law: anyone acting as an athlete agent on NIL contracts needs a Florida athlete agent license (s. 468.453(8)) | FIU Athletics, Student-Athlete Handbook 2026-2027; /nil/college/florida |
| Compliance contact | FIU Athletics Compliance Office (ACO), FIU Arena, Room 154, athletic.compliance@fiu.edu. Policy 910.001 says "Questions about this policy should be directed to NIL@fiu.edu" | FIU Athletics, Compliance (read 2026-10-23); FIU Policy 910.001 |
| State law | Florida's s. 1006.74, cut back in 2023, requires two 5-hour financial literacy and life skills workshops before graduation and shields schools from damages over routine athletic decisions, and anyone acting as an agent on NIL contracts needs a Florida athlete agent license; in force | /nil/college/florida |
What is specific to FIU
FIU's NIL rule is a university policy, kept in FIU's own policy library and not only on the athletics site: Policy 910.001 names Athletics as the responsible division, gives the Sr. Associate AD, Compliance the review of NIL disclosure forms and the Director of Athletics the added review of agreements over $10,000. The policy still carries language from Florida's 2021 law, including the market-value test, and its companion procedure says it was "temporarily rescinded" after Florida's NIL law changed on 2023-02-16, pending a revised one. FIU's 2026-2027 handbook lists NIL education among its student-athlete resources, counts Panther Gold Life Skills events and organized team promotional events as official team activities, and says all Conference USA members partnered with U.S. Integrity for sports wagering monitoring, which gives FIU access to its ProhiBet system.
How Leave fits
In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.
Questions about NIL at FIU
Does FIU pay its athletes?
The College Sports Commission lists Florida International University as participating in revenue sharing for 2026-27, with a cap of approximately $21.58 million per school. FIU has not published how much it shares or how it divides it. FIU Policy 910.001 separately covers athletes' NIL deals with outside parties.
How do FIU athletes report NIL deals?
FIU's handbook says athletes disclose a proposed contract or opportunity through the INFLCR app before entering it, and opportunities over $10,000 get additional review from the Athletics Director. Third-party deals of $600 or more are also reported to NIL Go within five business days of signing.
What can't FIU athletes endorse?
FIU's handbook bars endorsing illegal drugs, tobacco products including e-cigarettes, anabolic steroids, gambling, firearms and sexually oriented businesses. Florida's statute itself lists no banned categories.
Can FIU athletes use the Panthers logo or uniform in NIL deals?
Not without approval. Policy 910.001 says FIU marks, logos and "any aspects of the uniform" need approval from FIU's strategic communications office and FIU Athletics, a written agreement and license or sponsorship fees.
Does an NIL agent for an FIU athlete need a license?
Under Florida law, anyone acting as an athlete agent on NIL contracts for a college athlete needs a Florida athlete agent license (s. 468.453(8)). FIU's handbook also asks agents and financial advisors to register with the athletic department before contacting an athlete.
