NC State NIL rules.

NC State's NIL expectations (revised July 2026) bar gambling, banned-substance and adult deals; $600-plus deals go to NIL Go before signing or within five business days.

The short answer. NC State's "Institutional Expectations and Resources for Third Party NIL Agreements", a Google Docs document revised 2026-07-07 and linked from its NIL page, has athletes report third-party deals of $600 or more on NIL Go "prior to entering into a third party NIL agreement OR within five business days" of signing, bars NIL activity that promotes gambling, illegal or NCAA-banned substances or adult entertainment, and says an agent or attorney representing an athlete for NIL "must be registered" with NC State Athletics Compliance and the North Carolina Secretary of State. NC State is on the College Sports Commission's list of schools sharing revenue in 2026-27, and a university regulation gives the Director of Athletics the authority to sign NIL and revenue-share contracts with athletes. NC State's site links One Pack NIL as a collective.

School NIL policy"Institutional Expectations and Resources for Third Party NIL Agreements" (Revised: July 7, 2026), a Google Docs document linked as "Institutional Expectations" from NC State's NIL page rather than a document in the university policy library. The NIL page says its resources are "primarily in reference to third party NIL activities, NOT institutional revenue share agreements." The expectations say third-party NIL activity must include a quid pro quo, is evaluated on "a valid business purpose and a reasonable range of compensation", and "must not be based on a student-athlete's specific athletics performance or pay-for-play"; that institutions may help find, arrange or facilitate third-party deals; and that boosters, collectives and third parties may negotiate NIL deals with prospects before enrollment "and/or with current student-athletes to remain enrolled at NC State." Athletes may not miss practice, competition, team activities or class for NIL. A search of NC State's policy library for "likeness" on 2026-10-21 returned only REG 01.20.02 (see Revenue sharing)NC State Athletics, Institutional Expectations (2026-07-07) and NIL page; NC State Policies, REG 01.20.02
How deals are disclosedNC State's expectations and its NIL Go page say athletes report third-party NIL deals valued at $600 or more at NILGo.com "prior to entering into a third party NIL agreement OR within five business days of the execution of a third party NIL agreement," and that failure to report "may lead to penalties, including the loss of a student-athlete's NCAA eligibility" (NCAA Bylaws 22.2.2, 22.2.2.2). Banned categoriesNorth Carolina law lists none; Executive Order 223, which let schools exclude products, was rescinded on 2024-03-08. School marks and group licensingNC State's "Use of NC State Marks and Logos" (last updated 2025-07-07) lets athletes use a photo of themselves in uniform in a factual announcement, such as signing with a brand or agency, and wear NC State apparel on social media, but not endorse a product or service in NC State marks, apparel or uniforms without prior written approval from the Trademark Licensing Office (trademarks@ncsu.edu). Photos on INFLCR are owned by NC State. NC State describes One Team as "a group licensing agreement that allows all NC State student-athletes to monetize their name, image and likeness in conjunction with university marks/logos/intellectual property," with opt-in through the COMPASS NIL app and licensees including Wolfpack Outfitters, Athlete's Thread, Campus Ink (the NIL Store) and ONIT; Influxer offers co-licensed merchandiseNC State Athletics, Use of Marks and Logos (2025-07-07) and NIL Student-Athlete Resources
Revenue sharingNC State is on the College Sports Commission's list of schools participating in revenue sharing for 2026-27, where the cap is "approximately $21.58 million per school." NC State regulation REG 01.20.02 (last revised 2024-11-26) says "Contracts with prospective or current student athletes related to the use of an athlete's name, image, and likeness, and for payment of athletic revenue share, are delegated to the Director of Athletics and may be further sub-delegated by the Director to their designee(s)." The expectations document says institutions may provide athletes "(or offering prospects) with institutional revenue share agreements." Agents and representationNC State says "An agent or an attorney who wants to represent a student-athlete for NIL activities must be registered with NC State Athletics Compliance as well as the North Carolina Secretary of State as an athlete agent," may help with NIL but not a future professional career, and that athletes are "solely responsible" for contracts they sign and taxes they owe; NC State Student Legal Services can review contracts. It says an athlete under 18 "should have any written contract or agreement for name, image, likeness activities approved, in advance, by a parent/legal guardian." Under state law (G.S. 78C, as amended by S.L. 2025-46) an NIL agency contract carries a warning, the athlete may cancel within 14 days, and an agent tied to NC State in the prior two years may not sign NC State athletes to an NIL agency contractNC State Athletics, Institutional Expectations (2026-07-07); /nil/college/north-carolina

What is specific to NC State

NC State keeps two tracks apart: its NIL page and expectations cover third-party deals, while revenue-share agreements are institutional contracts that a university regulation (REG 01.20.02, section 4.6.2) places with the Director of Athletics. For third-party NIL, the expectations list services NC State provides to current athletes: Student Legal Services for contract review and legal advice, international student services, tax services, the Teamworks Influencer app and its NIL Exchange marketplace, the adidas NIL Ambassador Program (NC State is an adidas-sponsored school), consulting from Accelerate Sports Ventures, financial literacy and brand workshops, athletics meeting rooms when available, graphic design help, and "assistance identifying specific NIL opportunities, presentation of specific NIL opportunities to a student-athlete for review and consideration and facilitation of deals between student-athletes and third parties." Athletes can book an individual NIL guidance meeting through the NIL resources page. The expectations also say Pell Grant and need-based aid can be affected by NIL pay, and that international athletes check with the Office of International Services before any third-party NIL agreement.

How Leave fits

In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.
