The rules at North Carolina A&T
| Question | What is published | Source |
|---|---|---|
| School NIL policy | "Name, Image and Likeness (NIL)", Chapter 1200 (Athletics), Policy 1201, listed under Section IX (Athletics) of N.C. A&T's policy library; policy history "Eff. September 9, 2021", authority Board of Trustees, owner the Athletics Director. It rests on "the NCAA rules, North Carolina Executive Order 223, and this Athletics policy", bars NIL activity during team activities (travel, competition, practice, team media events, community service), bars pay-for-play, enrollment inducements and pay for work not performed, and says A&T faculty and staff may not facilitate NIL agreements or serve as NIL agents. Its heading reads "Interim University Policy 1201". A&T Athletics also hosts a differently worded version of the same policy (file named "Final for Cabinet" and 9.9.21, effective date left blank). Both describe themselves as "a working policy in a rapidly evolving area" | N.C. A&T Policy Library, Policy 1201 (eff. 2021-09-09); N.C. A&T Athletics, NIL Policy (Final for Cabinet, 9.9.21) |
| How deals are disclosed | NIL Go for third-party deals of $600 or more within five business days (NCAA Bylaws 22.2.2, 22.2.2.2). Policy 1201 says athletes "must disclose all NIL activities" by submitting the NIL Disclosure Form on the A&T INFLCR website "prior to engaging in the NIL activity or signing an NIL agreement, whichever is earlier"; compliance reviews it and discloses any conflict within five business days, and failure to fix a conflict violates the policy. Since 2024-06-18, a deal paid through the Aggie Exchange (Teamworks Influencer) creates an automated disclosure to the A&T Compliance Office. North Carolina law sets no disclosure duty to the school | N.C. A&T Policy 1201; N.C. A&T Athletics, Aggie Exchange release (2024-06-18); NCAA Division I Manual 2026-27; /nil/college/north-carolina |
| Banned categories | North Carolina law lists none. Policy 1201 bars NIL activity promoting "products or services which are inconsistent with institutional values, mission, or goals, including but not limited to gambling, alcohol products, tobacco products, adult entertainment, performance enhancing supplements, and/or others substances on the NCAA's banned drug list, or products or services that are illegal under North Carolina or federal law", and any NIL activity that conflicts with existing university contracts | N.C. A&T Policy 1201; /nil/college/north-carolina |
| School marks and group licensing | The policy-library text of Policy 1201 says athletes may not use A&T's trademarks, logos or symbols, or its athletics equipment or uniforms, to endorse a third party or product without "prior written approval from the Office of Athletics Compliance", and may not use A&T facilities in a way that implies A&T endorses a third party without approval from the Office of Licensing and Trademarks. The version on the athletics site names the Office of Licensing and Trademarks for marks, and that office with the Department of Intercollegiate Athletics for equipment and uniforms. Both let athletes autograph and sell officially licensed memorabilia with university marks. Facility use for camps, clinics or lessons is at the standard rental rate. A "Pride of A&T Collective", described as "functional" and "active" by then athletics director Earl Hilton III on a live Zoom with stakeholders, was reported by HBCU Gameday on 2024-04-05, not confirmed by the school. A&T's Agents and Advisors page says agents and advisors must register with the State of North Carolina and the Athletic Office of Compliance Services before contacting athletes or their family and friends, with A&T registration valid July 1 to June 30. North Carolina law: since 2025-07-01 an NIL agency contract is an agency contract under G.S. 78C, so the agent registers with the Secretary of State, the athlete may cancel within 14 days, and an agent employed by or under contract with A&T within the prior two years may not sign an NIL agency contract with an A&T athlete | N.C. What is specific to North Carolina A&T
North Carolina A&T, a public historically Black university in Greensboro, is one of two HBCUs in the CAA with Hampton, and its football team plays in CAA Football. Its NIL rules sit in the university's own policy library as Policy 1201, adopted under board of trustees authority in September 2021 and still listed there in October 2026. That policy was written when A&T played in the Big South and when Governor Cooper's Executive Order 223 governed NIL in North Carolina; it still names both, though A&T now competes in the CAA and the order was rescinded in 2024. Its disclosure rule comes before the deal: athletes report NIL activity before signing or taking part, whichever is earlier. In June 2024 A&T launched the Aggie Exchange with Teamworks Influencer, which pays athletes directly and sends an automatic disclosure to compliance. On 2026-08-14 A&T named Katreshia Louis-Verrett, its associate AD over compliance from 2011 to 2017, director of athletics from 2026-09-01, succeeding Earl Hilton; the release describes her as "an expert in NCAA regulation and compliance with deep experience in NIL strategy". No HBCU-specific NIL program announced by A&T itself was found.
How Leave fits
In Leave, every deal thread carries a rules summary for the athlete's state and level, and keeps the contract, its dates and the disclosure deadline that applies. It is a summary, not a ruling; the school and the law decide. Leave is software, not an agent, and takes 0% of any deal. You decide, you send.
